On December 13, 2025, Summer-Marie Brown was elected to serve as City Councilwoman for Cibolo City Council, Place 7 (At-Large), concluding a multi-month campaign and runoff election. Her victory reflects a growing belief that effective local governance is strengthened by experienced professional leadership, leaders who understand people, policy, and accountability.
Brown enters public office with more than two decades of executive-level experience in healthcare administration, human resources, labor relations, and organizational leadership, supported by a distinguished record of public service. A retired U.S. Army Medical Service Corps Officer, she honorably served for 23 years, leading teams in complex, high-stakes environments where ethical decision-making, compliance, and mission-focused leadership were essential. That foundation continues to shape her approach to governance today.
Professionally, Brown is a senior Human Resources and Labor Relations executive with an MBA in Human Resource Management. Her career spans government contracting, multi-site operations, and advisory leadership, where she has overseen workforce strategy, labor compliance, investigations, mediation, and policy development. She has advised executives and leadership teams on navigating regulatory frameworks, managing organizational risk, and building accountable, high-performing institutions.
As the Co-Founder of Blended Legacy Advisory Agency, Brown partners with organizations to align people, policy, and purpose. Her experience supporting government-contracted operations has required disciplined fiscal oversight, contract compliance, and operational transparency, competencies that translate directly to municipal governance, budgeting, and policy oversight at the city level.
At the core of her leadership is a deeply held belief that faith is her anchor and sustains her. Grounded in faith, Brown approaches leadership with humility, discernment, and a commitment to serve with integrity, principles that guide both her professional work and public service.
“City government is ultimately about people,” Brown shared following her election. “Every policy decision and budget choice affects families, workers, and neighborhoods. My professional background has prepared me to ask thoughtful questions, ensure accountability, and lead with both clarity and compassion.”
Throughout her campaign, Brown emphasized transparency, collaboration, and responsible growth. Her ability to bridge executive expertise with community-centered leadership resonated with 70% of the voters seeking steady, prepared leadership during a period of change. She brings to City Council a practical understanding of policy interpretation, stakeholder engagement, and long-term planning, essential tools for effective governance.
Beyond her professional credentials, Brown remains deeply engaged in women’s advocacy, mentorship, and community-based service. As a member of Delta Sigma Theta Sorority, Incorporated, she actively supports youth and leadership development initiatives through Delta GEMS and Delta Academy and serves in a leadership capacity as a Social Action Co-Chair, advancing civic engagement and community advocacy. Her commitment to service also extends to the military community, where she serves as President of the Zeta Chapter of Alpha Gamma Xi Military Sorority, Incorporated, leading programs that support female veterans and military-connected children.
This integration of professional rigor and hands-on community leadership defines Brown’s approach to service, principled, prepared, and people-focused.
As she prepares to take office, Brown expressed gratitude to the residents of Cibolo for their trust. Her focus now turns to governing, bringing disciplined leadership, ethical decision-making, and a collaborative spirit to the work of City Council.
